if “a local police agency can investigate its own officer, give him a pbt that produces a .07 and declare him safe to drive, I should probably start giving pbt’s to all of my clients who are on probation and bond with conditions of no alcohol, then tell all the probation officers that all of my clients are in compliance because I tested them – after all, should I not be trusted to investigate my own clients?"
